Observation on data availability/gaps

GHG emissions published by NRES is based on sector and sub sector (IPCC Guidelines) instead of Scope 3. The sectors are Energy, Industrial Processes and Product Use, Land Use, Land-Use Change, and Forestry, Agriculture, and Waste instead of industrial sector classification as per MSIC 2008.
