Apply as project owner

Submit your project under the Climate Finance Innovation Lab (CFIL) to support climate-focused innovation and development.

Submissions will be reviewed to ensure alignment with CFIL eligibility criteria and for further engagement, project development and potential funding pathways. 

What projects are eligible?

1. Project shall benefit Malaysia; 

2. Project shall contribute to climate mitigation, climate adaptation or nature-positive objectives in Malaysia; 

3. Project shall demonstrate sufficient readiness beyond concept stage (e.g. completed feasibility study, pilot/proof-of-concept, or operational scale-up stage);

4. Project shall demonstrate potential for investment and commercial viability, including indicative revenue model and (at least 3 years) financial projections; and

5. Project shall have a clearly identifiable sponsor or legal entity with defined ownership and governance structure.

Eligible

  • Completed feasibility study (technical + financial); or
  • Pilot or proof-of-concept completed with operational data (e.g. performance results, output/production levels, cost and efficiency metrics, or initial revenue); or
  • Expansion / scale-up of an operating project with existing revenues

Not Eligible

  • Idea-only or concept-stage projects
  • Research-only projects with no commercial pathway (such projects may be referred to relevant grant or support programmes, where applicable)
  • Exception is made for national strategic projects
Hard threshold Minimum Investment Size

Minimum total funding requirement: RM20 million. Applies to:

  • Equity
  • Debt
  • Blended finance structures

Exception (limited)

  • Projects between RM2 - 20 million only if:
    • Structured as a replicable pilot, and
    • Has a clearly identified scale-up pipeline ≥ RM20 million
Minimum investability test Financial Viability

Required submission

  • At least 3 years financial projections
  • Clearly stated revenue model and offtake / demand assumptions
Clear scope Sector Eligibility

Projects must fall within at least one CFIL priority area:

  • Energy transition and green innovation
  • Circular economy and sustainable cities
  • Sustainable agriculture
  • Nature-based solutions and biodiversity

Exclusions

  • Projects primarily dependent on unabated fossil fuels
  • Activities that materially extend fossil fuel asset life without a credible transition pathway
Basic readiness Commercial Structure & Governance

Projects must demonstrate ALL the following:

  • Identifiable project sponsor or legal entity
  • Defined ownership and governance structure
  • Identified use of proceeds

Not eligible

  • Informal or unincorporated initiatives
  • Projects without a clear sponsor accountable for execution
Minimum standard Standard Integrity & KYC Screening

All projects will undergo:

  • Baseline integrity and eligibility screening
    • Anti-Money Laundering (AML) / Countering the Financing of Terrorism (CFT)
    • Politically Exposed Person (PEP)
    • Regulatory checks on publicly available data, including criminal or adverse records
    • Credit checks (CTOS, CCRIS and others, when necessary)
